The Roads Regulation 2018 outlines the process Roads Authorities must follow when naming public roads in NSW. This document can be found listed alphabetically under Regulations in force at the NSW Legislation website.
Under section 7 of this document, a roads authority that proposes to name or rename a road must:
a) publish notice of the proposal in a local newspaper or on the roads authority's website, and
b) serve notice of its proposal on the following persons or bodies:
